Targeted HIV
Outreach and Intervention Models
The
Center for Outreach Research and Evaluation (CORE) is an evaluation
and program support center funded by HRSA to coordinate the evaluation
of outreach strategies to bring underserved individuals with HIV
into care. It is housed at the Health and Disability Working Group
(HDWG), a program of the Boston University School of Public Health
in Boston, MA.
The
CORE is funded under a Special Project of National Significance
Grant (SPNS) for a five-year period. The CORE has three main
purposes:

To
coordinate and facilitate the evaluation of outreach strategies
for bringing minority and underserved populations into health
care in the early stages of HIV disease.

To
identify and evaluate models that transform sporadic users of
health care into regular and continual users of health care.

To
identify effective methods to support and retain clients in
health care.
The
CORE will coordinate the evaluation of seventeen separately funded
Targeted HIV Outreach and Intervention Programs. In the first two
years of the project, the individual programs will conduct a local
evaluation of their outreach programs, and participate in the development
of a multi-site evaluation strategy. The projects will re-compete
for funding for Phase 2 of the evaluation, which will include modifications
to program design and the multi-site evaluation. Coordination will
take place through multi-site meetings of all grantees, monthly
conference calls between CORE staff and individual grantees, an
electronic mailing list, and web site communications. The CORE will
work with experts in the field to provide technical assistance at
multi-site meetings.
