SCHIP Wrap-Around Benefits

Alabama’s All Kids Plus Program provides enhanced health care benefits for CYSHCN who are enrolled in the state’s commercial SCHIP plans. The state Departments of Mental Health and Mental Retardation, along with the Title V program and Early Intervention, provide funds that are matched with federal dollars to offer additional benefits such as case management, durable medical equipment, physical and occupational therapy and life skills training for the children who are clients of these agencies or programs.

EXPLORE THE FOUR

Discover funding strategies using the Catalyst Center’s four broad financing objectives as your road map.

States are using many different strategies to expand coverage and care for CYSHCN.

The Chartbook groups these strategies into four broad categories, identifying those that “Cover More Kids,” “Close Benefit Gaps,” “Pay for Additional Services,” or “Build Capacity.”

Although there is some overlap – and some strategies may fall into more than category – these categories are useful in describing and planning ways to improve coverage and care.

Cover More Kids
Strategies to reduce the number of CYSHCN who do not have health insurance.
Close Benefit Gaps
Strategies to enhance coverage for CYSHCN whose health insurance does not cover all the services they need.
Pay for Additional Services
Strategies to finance services for CYSHCN and their families that insurance does not generally cover.
Build Capacity
Strategies to promote stronger, more comprehensive systems of care for CYSHCN.
