State Title V programs often serve as the payer of last resort for under- or uninsured children and youth with special health care needs (CYSHCN). Title V programs that offer this coverage generally apply both clinical and income eligibility criteria and place limits on the funds available to any one child. As a result, some states have waiting lists for enrollment.
