Our Role in Improving the System of Care: Healthy People 2010 and the MCHB-Funded National Centers
The Catalyst Center has been funded by the Maternal and Child Health Bureau (MCHB) to support states in achieving the Healthy People 2010 performance outcome measure that, “Families of children with special health care needs (CSHCN) will have access to adequate public and/or private insurance to pay for the services they need”.
What is Healthy People 2010?
Every ten years, the federal government establishes a set of health promotion and disease prevention objectives for the Nation. You could think of it as a public health ‘blueprint’ for the country, with measurable goals set for the various outcomes. Healthy People 2010 is the name of the current set of objectives. Work is happening now to develop the next set, which is called Healthy People 2020.
Within Healthy People 2010 are six core outcomes specially dedicated to CSHCN. MCHB has funded several national centers, which provide leadership and support states in making measurable progress toward their achievement. The Catalyst Center, highlighted below in red, is one of them.
Here is a list of the six performance outcomes with links to the appropriate national center(s):
- Families of children with special health care needs (CSHCN) will participate in decision-making at all levels and will be satisfied with the services they receive.

The National Center for Medical Home Implementation - Children will be screened early and continuously for special health care needs.
